Questions

Can I move a server between regions?
Snapshot it, then restore the snapshot in the destination region. The IP changes; the disk does not.
How are the latency numbers measured?
Median round-trip from residential connections in each area over the last 30 days. Your mileage will differ by ISP, but the ranking rarely does.
Where is my data stored?
In the region you deploy to, and only there. Backups stay in-region by default. See the privacy policy for the full residency statement.
Which region should I pick?
The one closest to your users, not to you. The matrix above is the whole decision for most workloads.
